One of the main functions of the higher education system is the placement and employment of educated academic forces. All developed countries consider this principle as the central point in developing lesson plans, providing education and conducting research in academic centers. However, the higher education system of Iran has not succeeded in coordinating with the social system to create a business environment for expert human resources. Exploring the causes and reasons of this failure has been the subject of many researches. Considering the large volume of research in this field and the necessity of using the results of these researches, the subject of the current study is summarizing articles and reports that have analyzed Iran higher education system. With this explanation, the main purpose of this research was to identify the causes of weak performance of Iran higher education system, combine and analyze the results and formulate a conceptual model. Adopting a systematic approach, the causes of the failure of higher education system were identified and categorized at five levels: inter-organizational communication, performance of higher education system, social constraints, management performance and policy making, and business. Finally, strategies and outcomes in each of these areas were conceptualized.
